Polywood Plans Expansion And New Athletic Complex

Syracuse Town Council members and officials met virtually in a special meeting on the resolution approving an economic development agreement and real estate purchase relating to the project.
After some technical difficulties getting everyone logged into the meeting, Dennis Otten, with Bose, McKinley and Evans, acting as bond council for the agreement, explained the “exciting redevelopment project for the town” that Polywood has planned includes building a new 300,000- to 400,000-square-foot manufacturing facility and will result in a new athletic facility complex for the town with new baseball fields at a new location.
Otten said the new athletic complex is part of the agreement for property tax abatement. In return for selling the 6.96 acres of land where the current Harold Schrock athletic complex is located for $10 and property and real estate tax abatement, Polywood is contributing $500,000 toward the town’s purchase of land for a new athletic complex. The 23.57 acres of land is off Kern Road, the former Black Walnut Farms.
Otten mentioned that town revenue would not be involved in this project, only revenue from the tax incremental finance district created from the new project.
The town council unanimously adopted the resolution with the condition that any additional costs for the ball fields would be brought to the parties to approve in advance.
After the meeting, Clerk-treasurer Paula Kehr-Wicker said it was her understanding that construction wouldn’t begin before spring 2021.
In other business, the council approved:
• $13,200 to Kimple & Associates, Warsaw, for surveying and engineering work at the current athletic complex.
• Adding Alan Frank to the area plan commission.
