LEGAL NOTICE

PLANNED IMPROVEMENT

    The Indiana Department of Transportation (INDOT) is developing plans for a proposed Hickory Street conversion to a one-way roadway from market Street to Main Street in the city of Warsaw, located in Kosciusko County. The City of Warsaw along with INDOT proposes the conversion of Hickory Street to a one-way roadway in addition to the installation of a splitter island, curb bump-outs and pavement markings.  The construction of a raised splitter island at the southern portion of Hickory Street, where the pavement widens, and the addition of curb bump-outs along the east curb line of Hickory Street, will help to reduce the drivable width of the existing pavement, facilitating the transition of Hickory Street to a one-way roadway.  The installation of cross-hatched pavement markings and delineated parking areas along the east curb line of Hickory Street will prohibit vehicles from traveling or parking directly on the railroad tracks.  There will be installation of pre-signals at the intersections of Hickory Street with Main Street, Center Street, and Detroit Street, to prevent motorists from queuing on the tracks. The project will include, but not limited to, pavement removal, curb installation, minor drainage work, and pavement markings. Sidewalks not in compliance with the Americans with Disabilities Act (ADA) will be replaced to the required standards. On street parking will remain upon completion of the project. The Maintenance of Traffic Plan (MOT) includes a road closure along Hickory Street.  Traffic will be detoured to the nearest local routes (Park Avenue and High Street) within the City of Warsaw.  Eastbound traffic wanting to reach Hickory Street will be directed to Park Avenue, traveling north or south before being directed back west along Main Street, Center Street or Market Street.  Westbound traffic wanting to reach Hickory Street will be directed to High Street, traveling north or south before being directed back east along Main Street, Center Street, or Market Street.  All intersections of Hickory Street will remain open for cross traffic during construction. Access to all businesses and residences shall be maintained and school corporations and emergency services will be notified prior to any construction in regard to the closure or delays prior to any construction. Construction of the project will not require new right-of-way. Total cost of the project is estimated at $ 320,000. At present, both state and federal funds are available for construction of the project.  

    The Federal Highway Administration and INDOT have agreed that this project falls within the guidelines of a Categorical Exclusion (CE) Level 4 environmental document with undetermined mitigation of wetlands. Preliminary design plans, along with the CE are available for review at the following locations:

    2.  INDOT Fort Wayne District at 5333 Hatfield Rd., Fort Wayne, IN  46808
