Witness Says Suspect Threatened Murder Victim In '99

Jurors heard direct testimony from four witnesses and the depositions of two others in the third day of the Jason Ryan murder trial Friday. Ryan is on trial for the murder of Jill Phillips, whose body was found June 10, 2001, in Turkey Creek, west of Syracuse. Rick Bedell, president of Miller Building Systems Inc.; Todd Sautter, Kosciusko County Sheriff's Department; Rachel Ryan, Jason Ryan's sister-in-law; and Pam Pierpont, Jason Ryan's ex-wife answered questions on the stand. A video of a deposition with Joe Garland, the person who purchased the red Geo Tracker formerly owned by Jason Ryan, was shown to the jury.Excerpts from a deposition of Allen Castalucci, a friend of Jill Phillips were read.

Noffsinger Leaving Syracuse Position

SYRACUSE - Jeff Noffsinger, Syracuse's town manager, is leaving Indiana to take a job in Jackson, Wyo. "I am going to be following my dreams and moving to the mountains," said Noffsinger this morning. He said he's always been very fond of the mountains and always wanted to move west.The job peaked his interest, he said, so he interviewed for the position and found it was what he was looking for in a career.The area has many opportunities for recreation. "It's definitely a lifestyle community I'm going to fit very well with," he said. According to Syracuse town councilman Paul Stoelting, Noffsinger informed council members and town department heads Tuesday of his departure.He will take over the job as principal planner in Jackson, Wyo., in January.Jackson Hole Valley is known as the gateway to Grand Teton and Yellowstone national parks, Noffsinger said.

MENTONE – The Mentone Town Council approved Wednesday a memorandum of understanding (MOU) to possibly bring a development project to town.

Webster Studies Zoning Exception For Olson's Business

NORTH WEBSTER - Clint Olson's request to add a car lot to his current property along Ind.13 was carefully weighed Thursday by town council members Kay Andrews and Jeff Morgan. Third council member Ken Wagner was absent from the meeting. The board received a request for comment by the Kosciusko County Area Plan Commission regarding Olson's request for a special exception to a commercially zoned property. In addition to the furniture store, a coffee shop and construction company's display space occupy the property. "It will be cluttered," Morgan said, a definition Andrews echoed.But neither of them wanted to discourage a new business in town. "The Olsons take such good care of their property," Andrews said."If someone starts a business in North Webster, we want them to stay in business." The council will forward its concerns to the Area Plan Commission without making a specific recommendation.

Warsaw Ends Regular Season With Comeback Win Against Valley

The latest edition of what is undoubtedly the biggest cross-county rivalry was doozy. With the Warsaw boys honoring ten seniors before the game on Tuesday night, Tippecanoe Valley did all it could to spoil the occasion, leading for most of the contest. In the end, the Tigers were able to stick around and finish off a comeback late in the fourth quarter to end the regular season with a 62-55 win.

Contracts were approved Tuesday at Wawasee School Board’s meeting for the remodeling of Milford School. It also was announced Milford School Principal Cindy Kaiser will retire effective at the end of the school year.


Webster Asks County To Regulate Spotlights

North Webster's town council wants the Kosciusko County Area Plan Commission to make an amendment to the county's ordinances regarding spotlights. Dan Richard, plan commission director, told the plan commission that under the current ordinances, there is no code that addresses spotlights that shine up in the sky, just down to the ground.Ordinances prohibit lighting from glaring into residential areas, but don't address lights that broadcast out.The North Webster council wants the plan commission to change that. Hal Strong, plan commission member, said he thought the issue may be better resolved as a civil suit than the commission writing an ordinance regulating spotlights, especially since there is only one business that has a spotlight - Stimmelator's, a gentlemen's club.

Kenipe Chosen As New Washington Twp. Trustee

Donald Kenipe, 75, Pierceton, is the new Washington Township trustee. Kenipe will finish the remainder of Claud Stahl Jr.'s term, which expires Jan.1.Kenipe also will be the Democrat on the general election ballot in November.Stahl, 74, died Tuesday. Kenipe was chosen by the Democrats Thursday to serve as the trustee.There was one other candidate. According to Kosciusko County Democrat Party chairman Steve Haines, Kenipe is a "nice guy" and "we looked for the right person who we thought people would feel comfortable with and we feel we chose the best candidate."He said Kenipe has a history in business and can deal well with people, which were also other factors why the Democrats chose him. Kenipe, who is retired, said he worked for Petro Brothers for 21 years and Singer Sewing Machine Co.for 20 years.

Northenor Named To State Lottery Commission

Jean Northenor, of Warsaw, has been named to the Lottery Commission by Indiana Gov.Mitch Daniels.She is one of three new commissioners, including Todd Stuart, of Indianapolis, and Paul Thrift, of Terre Haute. "I'm certainly a novice at this one," she said Friday."I know the income off the lottery is very important to state government and they'd like to see more of a profit from it." Lottery profits provide money to the teachers retirement fund, police and fire pension relief fund, property tax replacement fund, tuition support and exise tax relief.If there is anything left, it goes into the state's general fund. "I'm not much of a lottery player, not much of a gambler," the new commissioner said."I'll buy scratch-off tickets for placecards at family dinners, for fun.Or I'll pick up a couple for my husband.That's about it." Northenor served on the Bureau of Motor Vehicle Commission some years ago.
