Manchester Council Approves Utility Design Contracts

NORTH MANCHESTER – At Wednesday night's meeting, the North Manchester Town Council approved several contracts for upcoming utility projects from Commonwealth Engineering and Baker Tilly.
Ahead of the regular meeting, the council held a public hearing for additional appropriations needed before the end of 2024, including $4,600 for the park revolving fund and $50,000 for parks and recreation for facility improvements. There were no public comments.
In new business, the council approved contracts for water project design with Commonwealth and bond anticipation note (BAN) service contracts with Baker Tilly, to be repaid with funds from the BAN.
Several other contracts were approved for the Community College Collaboration project the town is working on with Manchester University, following the $12 million Lilly grant they received and to be paid using grant funding, including:
• APEX survey contract for the Manchester Mile
• JPR design scope contract for the Manchester Mile
• JPR preliminary environmental contracts for Eel River Commons
• MKM project design contract for Eel River Commons
Manchester Mile is a project to better connect the university campus with downtown North Manchester. Eel River Commons is the development of increased riverfront housing along Main Street.
Tom Brown from the Center for History presented a $10,000 request for funding.
Clerk-Treasurer Carrie Mugford reported a town docket of $730,259.19 and a utilities docket of $233,422.94.
Council will next meet at 7 p.m. Dec. 4.
