I. Introduction
The Town of Winona Lake, Indiana, invites proposals from qualified contractors for the installation and maintenance of an ice rink at the Miller Sunset Pavilion (MSP). This RFP seeks to secure a general services contract for the following responsibilities: installation and tear down of dasher boards, laying and painting of ice, maintaining the ice surface throughout the ice rink season, removal of ice rink at the end of the ice rink season and ensuring the rink is available and in good condition during all operational hours.
II. Scope of Work
The selected contractor will be responsible for the following tasks:
1. Installation
• Dasher Boards: Installation of dasher boards around the rink perimeter. This includes ensuring boards are securely fastened and meet safety standards.
• Ice Laying: Creation of the ice surface, including the initial flooding and freezing process.
• Ice Painting: Application of necessary markings and logos on the ice, following specified designs.
• End of ice season removal: Remove ice rink and dasher boards at the end of the ice rink season.
2. Maintenance
• Ice Resurfacing: Regular resurfacing of the ice using a Zamboni or equivalent machine, to be conducted multiple times per day as needed to maintain a high-quality ice surface. (Unless specialty services are required.)
• Temperature Monitoring: Continuous monitoring and adjustment of ice temperature to ensure optimal conditions for ice quality and safety.
• Edging and Shaving: Regular edging and shaving of the ice to maintain a consistent thickness and smooth surface.
3. Operational Responsibilities
• Daily Inspections: Conduct daily inspections of the rink and surrounding areas to identify and address any issues promptly.
• Equipment Maintenance: Regular maintenance of all ice rink equipment, including the Zamboni, refrigeration systems, and any other related machinery.
• Emergency Repairs: Availability to perform emergency repairs as needed to ensure minimal disruption to rink operations.
• Event Support: Providing support for special events, including additional resurfacing, setup, and teardown as required.
• Communication: Working as a team with the MSP Director assisting in communicating with the public regarding rink schedules, closures, and any other relevant information.
Ill. Proposal Requirements
Proposals should include the following information:
• Company Profile: Background and experience in ice rink installation and maintenance.
• Project Approach: Detailed approach to the scope of work, including proposed methods and timelines.
• Team Qualifications: Information on the team members who will be assigned to this project, including their qualifications and experience.
• References: At least three references from previous clients for similar projects.
• Cost Proposal: A detailed cost breakdown for the services outlined in this RFP.
• Business Insurance: Proof of proper business insurance, including general liability, workers' compensation, and any other relevant coverage.
