Housing Opportunites Seeks Approval For Planned Development

Housing Opportunities of Warsaw will host a public meeting Thursday at 6:30 p.m. in Center Lake Pavilion in Warsaw.
The nonprofit organization is planning a senior citizen housing development in Rolling Hills, west of Gilliam Lakes, south of the Rolling Hills sign off Gilliam Drive.
Thursday's meeting is designed to inform the community about the development prior to making requests at the Warsaw Plan Commission and the Board of Zoning Appeals, according to HOW Executive Director Pam Kennedy.
"Initial construction would include five one-bedroom duplexes," she said. "The site allows for the option of four additional one-bedroom duplexes in the future."
Plans call for a community garden and a walking path. The apartments are designed to accomodate the residents as they age.
The development is designed to house low- to moderate-income seniors, ages 55 and older.
The housing units will be financed with grant monies from the Indiana Housing Finance Authroity and the Kosciusko county Foundation.
"The units will be earmarked as affordable housing for the elderly on fixed incomes," Kennedy said. "Single individuals can earn up to $33,550 per year, two persons - $38,350, and qualify for the fair makdet rent as designated for Kosciusko County. Currently the fair market rent for a one-bedroom is $396 per month. If an individual earns less than $12,600 per year, or two persons $14,400, the fair market rent would be $338 per month."
HOW will select tenants, manage and own the units Groundskeeping and building maintenance also will be provided by HOW.
REAL services will partner with HOW and provide names of folks in need of Universal design features to continue to live independently.
The land will be purchased from LRC Products Inc. In January LRC created one four-acre lot out of seven lots in the fourth addition of the subdivision with the approval of the Warsaw Plan Commission.
At that time the company also donated seven acres of wetlands, south of the proposed vacation, to the Kosciusko County Soil and Water Conservation District.
Kennedy said the work will be bid in late spring and construction will begin in the early summer.
