Bluewater Drive Residents Question Planners Over Replat Of Anchorage Bay Subdivision

Several Bluewater Drive residents questioned the replat of Anchorage Bay subdivision before the Warsaw Plan Commission Monday.

The property, owned by RN & CG Properties Inc. is bordered by Sunset Drive to the west, Anchorage Road to the north, Bluewater Drive to the east and a channel to Little Pike Lake to the south. It was originally platted in February 1994.

Architect John Kimple presented this request and four others at the meeting.

He explained that lots one through three will remain the same, lot four will be slightly changed and lots five through eight will be redesigned. Future property owners of lots six through eight will have direct access to the channel instead of sharing a common area. A cul de sac, Bay Circle Drive, off Anchorage Road also is planned.

Pike Lake area residents Bill Rhoades, Jim Flemming, Loren Plotner, Jerry Hatfield and Ed Nortstrom questioned several things about the proposal.

Rhoades was concerned about traffic onto Anchorage Road, likening it to Chicago streets during certain times. He said when a train was crossing Anchorage, traffic is backed up along Sunset and Bluewater, too.

Rhoades and Flemming expressed concern about drainage into the channel and the addition of personal watercraft.

Plotner asked if the ground there was ever tested because a construction company once stored gas and fuel on the property.

Hatfield's property abuts the subdivision, and he advised the commissioners the house on lot one was condemned five years ago and is now being remodeled. He wondered what kind of houses would be built there and who the builder would be.

Kimple said there were no plans to check for contamination because the plat has been approved. He said Bay Circle Drive would be constructed with curbs, guttering and a catch basin.

The preliminary plat design was approved and a final plat approval will come before the plan commission at the March 8 meeting.

In other business, Kimple presented and the board approved:

• Two requests regarding Pheasant Ridge third addition.

The first request is vacation of a portion of the Pheasant Ridge first addition order to make the platting process "cleaner" for Pheasant Ridge third addition.

The second Pheasant Ridge request provides final approval of 30 lots in the third addition. The housing subdivision is south of Eisenhower Park, west of County Farm Road and consists of 38.827 acres. Preliminary plat approval was in October 2001. Jackson Development Inc. is the property owner and developer.

• Approved a request by Ray and Dianne Plummer, property owners of McElroy Hill Business Park, will seek to replat the 63.493 acres, zoned industrial.

The property is at Executive Drive. The replat, a change from the plat approved by the Kosciusko County Area Plan Commission in March 1990, includes 23 lots plus one outlot. Executive Drive will be extended to the south and a new road, Blue Collar Drive, will be constructed. This road will connect with Deelyn Drive, creating a loop for the business park.
