LEGAL NOTICE OF PLANNED IMPROVEMENT        DES. # 1702849

    The City of Warsaw is developing plans for the proposed Anchorage Road Improvement Project (Des. No. 1702849) located on Anchorage Road beginning at SR 15 and extending east for approximately 0.656 mile until ending just east of Biomet Drive in Warsaw, Kosciusko County, Indiana.

    The purpose of this project is to improve left turn mobility for vehicles and reduce vehicle and pedestrian conflict opportunities while also increasing pedestrian mobility along the Anchorage Road corridor. The need for the project is evidenced by the backup of vehicles along the two-lane corridor, a result of vehicles stopping while attempting to turn left across the roadway, and the lack of pedestrian facilities.

    The project proposes to widen Anchorage Road to accommodate a two-way left-turn lane from the railroad tracks east to US 30, add sidewalks along the north and south side of the roadway from Sunset Drive east to existing sidewalks, add a dedicated left turn lane for eastbound traffic turning onto Biomet Drive, and mill and resurface Anchorage Road from SR 15 to the railroad tracks.

    From SR 15 to the railroad tracks, Anchorage Road will be milled and resurfaced with no change to the existing roadway section. From the railroad tracks east to US 30, the proposed roadway typical section of Anchorage Road will consist of two 11-foot wide travel lanes (one westbound, one eastbound), a 12-foot wide two-way left-turn lane, 2-foot 7-inch wide combined curb and gutter, 5-foot wide grass buffer, and a 5-foot wide sidewalk. Maintenance pipes and driveway pipes throughout the project area will be extended where necessary due to the roadway widening. The proposed project will include constructing a new storm sewer along both sides of Anchorage Road, from Sunset Drive to US 30, and along the west side of Sunset Drive, from Anchorage Road and extending approximately 190-feet south to just before the bridge over Little Pike Lake. The storm sewer will outlet west of Sunset Drive to Little Pike Lake where it makes confluence with Lones Ditch. From US 30 east to Biomet Drive, the proposed roadway typical section of Anchorage Road will consist of two 11-foot wide travel lanes (one westbound, one eastbound), an 11-foot wide dedicated left turn lane, bordered by 8-foot wide paved shoulders and guardrail. From Biomet Drive east, the proposed roadway typical section of Anchorage Road will consist of two 11-foot wide travel lanes (one westbound, one eastbound) bordered by 8-foot wide paved shoulders and guardrail.

    The proposed construction of this project will require approximately 1.36 acre of new permanent right-of-way and 0.04 of temporary right-of-way.  

    The maintenance of traffic (MOT) plan states that construction will be completed in phases, maintaining at least one lane of traffic along Anchorage Road while the other lanes are being constructed. Once the first phase of construction is completed the lane(s) that were closed will be reopened to traffic while the other lane(s) undergo construction. Access to all properties within and adjacent to the project limits will be maintained at all times during construction. The MOT will remain in place for approximately twelve months. School corporations and emergency services will be notified of closures prior to construction. The proposed start of construction is Spring 2023 with completion anticipated in Spring 2024.

    The cost associated with this project is approximately $4,148,704 which includes preliminary engineering, right-of-way, and construction with both federal anticipated to be used. The Federal Highway Administration (FHWA) and INDOT have agreed this project falls within the guidelines of a Categorical Exclusion (CE) Level 2 environmental document.
