The City of Warsaw is applying for a construction grant funded by the Community Development Block Grant (CDBG) Blight Clearance Program, administered by the Indiana Office of Community and Rural Affairs (OCRA). The need for the construction grant is to help fund the demolition and remediation of the environmental conditions of two blighted buildings located at 1600 East Winona Avenue, Warsaw, Indiana and 1624 East Winona Avenue, Warsaw, Indiana. The project site is owned by Fellowship Missions, Inc. and will be a sub-recipient with the City of Warsaw serving as the lead applicant.
The intent of the project and need for a CDBG construction grant is to demolish and remediate the environmental conditions of the two blighted buildings as they have been underutilized and have deteriorated since former industrial uses ceased around 2000, making the subject site unsafe. Jomac Products, Inc. previously operated a coated glove manufacturing business. The site has been owned by two different non-profit organizations with Fellowship Missions as the current owner.
The City of Warsaw will hold its first public hearing on Monday, October 7, 2024, at 7 PM at 102 S.Buffalo St., Warsaw, Indiana to provide residents an opportunity to learn more about the project and the need for the grant. The City is eligible to apply for up to $500,000 in CDBG funds from the Blight Clearance Program and will be applying for $485,520 in CDBG funds with an estimated project cost of $644,800. Fellowship Missions is committing at least $55,000 as part of the local match from their general Operating Account. The City of Warsaw and Fellowship Missions are also exploring in-kind contributions to use towards the local match.
If awarded, approximately 41.75% of the grant award ($206,662.50) will be used to benefit low? to-moderate-income individuals on an area-wide basis. Interested residents are invited to provide comments regarding the demolition of the blighted buildings and environmental remediation either at the public hearing or by prior written statement. Accommodations for individuals with disabilities or with limited English proficiency can be requested at the contact information below. This project will result in the displacement of no individuals or businesses.
